1. Executive Summary

The Higher Education Quality Council of Ontario (HEQCO) is an agency of the Government of Ontario that conducts research, evaluations, and policy advice to ensure the province’s colleges and universities are accessible, high-quality, and accountable.
To modernize its digital presence and make fifteen years of dense academic research accessible to a broad public audience, a comprehensive visual and custom illustration system was developed. The project harmonized a refreshed brand identity with an AODA-compliant WordPress platform, translating complex postsecondary data into engaging, human-centered storytelling.
2. The Challenge

HEQCO’s digital ecosystem contained thousands of legacy bilingual publications, data reports, blogs, and policy briefs spanning multiple fragmented systems.
The primary design challenges included:
- Humanizing Complex Data: Transforming dry statistical metrics (e.g., graduate outcomes, retention rates, microcredential uptake, and accessibility barriers) into immediately understandable concepts.
- Creating a Unified Aesthetic: Providing a consistent visual language that could stretch seamlessly across web pages, digital research papers, PowerPoint decks, and Word reports in both English and French.
- Strict Accessibility Standards (AODA): Ensuring all visual elements, color choices, and UI components complied fully with the Accessibility for Ontarians with Disabilities Act (AODA).
3. Visual Strategy & Conceptual Framework

The illustration strategy focused on bridging academic rigor with public accessibility. Rather than relying purely on stock photography or dense charts, a bespoke illustration style was introduced as a core brand extension.
Key Visual Themes & Metaphors
- The Student Journey: Highlighting diverse learner pathways—from traditional campus life and work-integrated learning (WIL) to microcredentials and mature student integration.
- Systemic Collaboration: Visualizing institutional relationships between government bodies, academic researchers, administrators, and students.
- Clarity Through Simplicity: Using clean geometry, balanced negative space, and friendly character styles to lower the cognitive barrier to entry for public policy documents.
4. Design & Execution

Color Palette & Style Choice
- Custom Art Style: Clean lines, approachable proportions, and friendly compositions. The artwork was optimized for scalability, maintaining sharp fidelity across high-resolution displays and compressed mobile viewports.
- Palette: A vibrant, modern color system that maintained governmental professionalism while introducing warmth, approachability, and strong contrast ratios for accessibility compliance.
Key Illustration Assets Created
- Editorial Spot Illustrations: Custom headers and inline graphics for long-form research blogs and publications.
- Data & System Icons: A unified icon set representing core institutional pillars.
- Report Template Graphics: Modular visual elements integrated directly into Word and PowerPoint report layouts used by researchers.
5. Digital Integration & Website Experience
The illustrations were integrated directly into the newly migrated WordPress platform, acting as visual wayfinding elements that guide users through a vast library of public data.
